Man buys in, invests in the trade, works the cab 24/7 to pay off loan - then comes up for chance at a council issued plate so he sells his license to another guy who wants to make a start at owning a business and the process continues. It's fair and equitable isn't it?

No. But it is ok for a person to buy a council house whilst waiting to be given one; if he qualifies to be given one. Why not?? :? :?

He can buy and sell what he wants, but the issue is he doesn't get another free one.
