If you take everything to the Nth degree, most people will be considered "fit for work". It may not be the work that you would normally do but that is something else that needs to be addressed. For instance someone in a wheelchair can still probably do office work or call centre work. maybe not what they would want if they have spent the past 20 years as a lorry driver. But they are still able to work.
