I don't think you need a licence but you certainly need to ensure that you covered by insurance

I was over your side a couple of months ago, at the main police station... there was lots of people trying to get their cars back after being stopped and found... either not to have insurance.... or that their insurance didn't cover them for the purpose of the vehicle.. one man a painter and decorator... ladder on the roof of the car... and painting tools and equipment inside.... ordinary insurance policy... I did start this thread just for a laugh you know.
