Rather vague, If It has wheels, a means of propulsion, Adequate seats and also Doors then I guess It's fit for purpose, so it follows that It's Purpose built to suit its needs!!

In our borough "purpose built" means a vehicle that is built at the factory to be a "taxi" and not a conversion. So a vehicle built by LTI is purpose built but an E7 isn't.
