LPHCA statement April 2014

the Licensed Private Hire Car Association (LPHCA), which represents the private hire operators, has said it has lost confidence in TfL's ability to bring the cab apps into line and accused them of "masquerading" as private cabs without following the same rules.

“The Private Hire Vehicles Act ensures the safety of the travelling public. There is deep-rooted concern and evidence, that new app-based operators are not playing by the rules”, LHPCA chair Steve Wright said. “TfL appears to be changing its approach to suit offshore app companies rather than putting the public’s safety first."

"We want to see TfL fulfil its legal obligations to enforce the law effectively, fairly and consistently and so does the travelling public,” he added.

iv. In a modern Britain there should be no ‘invisible borders’ or ‘barriers to free trade’, as protectionism and outdated thinking belongs to yesterday. In London for environmental and safety reasons ‘Licensed Operators’ in Private Hire are not constrained by ‘quotas and artificial operating borders’, etc., and rightly can pick up and drop anywhere with a previously made booking.

The GMB have joined up with others to try and kill off the three taxi/ph sections of the dereg act.

One of those section is a new rule allowing non licensed drivers to drive ph vehicles when those vehicles are not working. By allm accounts it will lead to a flood of rapist/bad boys etc.

However I wondered if it's the same GMB that said this to the Law commission a year or so ago?

Law Commission Provisional proposal 20:
Leisure and non-professional use of taxis and private hire vehicles should be permitted. There would however be a presumption that the vehicle is being used for professional purposes at any time unless the contrary can be proved.

GMB Union Answer: 20
Agreed. Restricting eligibility of only licensed drivers being allowed to drive a taxi or private hire vehicle is not required. There are many reasons adopt the Metropolitan view including the use of such vehicles being driven by mechanics and such like.


Arse and elbow spring to mind.
