with some very minor tinkering it could be legal, wouldnt he need a rutland PH ops licence?

He could have email bookings like Wannabe, online bookings or app bookings all without the need for a land line number

Yes he could but he doesn't have any of the above. He has an operators license in Melton and he has an operators license in Rutland. He has a telephone number in Melton and that is it. No website, no email, no app. The "office"in Rutland belongs to another business not connected to him or the trade. He is just using the Rutland Council to circumvent the stricter licensing in Melton. Just as others are doing. Only he is doing it with private hire vehicles and not Hackneys. If he was doing it with Hackneys it would be legal. However Rutland do have a knowledge test for Hackneys but not for Private Hire. And like I said in an earlier post, he uses Melton badged drivers to drive the Rutland vehicles knowing that Rutland do not do any enforcement and Melton wont touch him. He ran one vehicle from March 6th until July 4th without even having the plate on the vehicle. When Rutland were asked about this their answer was " he could be on a contract." They don't check though.

Our council have updated the public registers for our licenses. The Private hire operators license for this company in Melton is not in this chaps name but in the name of his partner. Nothing wrong there I hear you all say except that the license was granted on June 27th 2014 and his partner died on June 15th 2014.
How many councils are there that grant licenses to deceased people?

Quite possibly but they have had over a month to put it right. they only updated the database last week. They knew she had died before then. Who can be held responsible for private hire matters until a new licensee is sorted? Is the current license still valid?

Not sure - but it sounds like the LA aren't fit for purpose - obviously they are more fit for purpose than the deceased.

Whilst our PH Ops licence forms have a space for a phone number it doesnt say its required by law
