Why seek an answer to a question that already has the answer built into the post with the question in it?
If it say up to nine Passengers then there's your answer, it covers all vehicles up to 8 passengers and as the driver is the driver hence they are not a passenger then the magic numbers 8 whether it be a PH, Hack or something that charges for it's passengers to use.
