my liecenceing office says i can`t have a motor more than 4 years old from when regestered what is it?

I think the new style plates were introduced on 1 September 2001, so all but the very earliest of the 51s would be OK.

Of course, there may be some anomalies in this, so make sure you check the rego document for the date of first registration.
