You do not have to inform DVLA regarding Angina or COPD unless there are complications so would assume neither would stop you getting a license.
Indeed COPD doesn't seem to be regarded as too serious a condition as far as driving is concerned, UNLESS their are complications, which seems to be mainly about passing out.
However, angina is a different kettle of fish, and it looks like no Group 2 licence unless there's no symptoms for six weeks and a treadmill/bicycle test has been successfully undertaken:

Of course, the final say is with the LA, and there could be other ways of passing the angina requirements. But, as Sussex says, if the COPD is bad enough to prevent the treadmill test being undertaken then it certainly doesn't look encouraging...
