I am pretty sure they cannot take any action against the out of town PH just using CCTV or the registrations of the vehicle but our council will not spend money on carrying out a test purchase exercise and subsequent prosecution

There is a difference between video evidence you or someone else takes and passes to the council, and that which the council uses from their own enforcement CCTV cameras.

In short you don't have to adhere to RIPA powers, and they do.

Of course if council officials came out and witnessed the goings on themselves then they should suffice.

well on Saturday night they got even cheekier by parking on the parking bays immediately in front of the rank on broad street one of my drivers took photos of them but doubt the council will act :cry:
