True but not applicable to school contracts, espcially if the contractor has read the punitive measure for "non compliance" (i.e. not tuirning up)
Any conytactor who fails to comply with a contracted route may have the route taken off them
County will arrange a new contractor with no reference to the contracted price
The old contractor will be liable to pay any amount the new contractor charges above the original contracted price
