I think the bit in the article that says it all is;

A police spokeswoman says: ‘The legal advice sought at the time in relation to our powers to seize the caravan has been reviewed and we are exploring what further action can be taken.’

In other words they couldn't be arsed, but now the world is looking on in disbelief they will have another look.

did the insurance pay out?

in the case of cars the "stolen" vehicle is usually taken by cops till its sorted, if the insurance have paid out the car belongs to the insurers

as for paying £300 for it in a pub, the law ask "do you think thats a reflection of its value" - obviously in this case no, it isnt....
