No Private Hire license they operate under vosa section 19 small bus permits.

wouldnt a vehicle on a BUS permit need a COIF and the driver need a D1 licence?

and if its being run on a bus permit can they still claim to be a charity?

They must charge separate fare then. i.e four punters ride is £4, if only two get in then they can only charge £2.

But as I said this system, and anyone running it for hire and reward, is doomed. \:D/
