That is correct lincolnshire have always allowed non licensed cars and drivers to tender for and obtain school contracts as long as they have appropriate insurance ( and CRB ) which I forget the name of now but there is a type of insurance you can get to do contract work only

Also volunteer drivers do school contracts in some parts of Lincolnshire also

I can understand the "volunteer" bit but the contract exemption that meant that contract work did not need to be licensed was repealed a few years ago now so if your council is still allowing this they are breaking the law.

Office I used to work for was across the road from a VOSA testing station for HGV and buses.
The older vehicles used to sit round the corner revving their engines for ages before going in..................

2 reasons for that, firstly diesels should be tested with engine oil at working temperature and secondly diesel exhausts are like chimneys, they get coked up, a good blow thru can shift loose carbon deposits that could affect the opacity test
