If you want to provide free/cheap lifts to the needy, go ahead and do so. I have no problem with that.
Contract work is something else. That is professional work and you are just a scab exploiting a loophole and using the benefit system to top up your income. This benefits the council and the NHS, not the old folks or the disabled.
It also removes a valuable income stream from licensed drivers, in some cases making the difference between profitability and bankruptcy.
Don't come on here and pretend there is nothing wrong with circumventing the licensing process and undercutting professional drivers who do this for a living and pay far more than you for the privelige of doing so. Gobshite.

Gus is correct though, even if that isn't your intent, there are many good guys institutions effectively robbing work that was cab work before, that ranges from charity to sub'd buses, dress it any way you like thems is the facts.
