well Bowen travel (Tamworth) use cars and a small bus with no plates, whats the difference?

LF Bowen, a long-established PSV holiday operator has 2 lots of PSV licences totalling about 80 licences at 4 registered operating centres. I suspect any feeder vehicles they use have PSV discs. An operator search shows that to be so.

So is it possible that the guy is operating under chauffeurs services hence no plate or visible signs of licence.
