Not for the 3 parts that have been added to the deregulation bill. However the lightning speed and lack of consultation starts to diminish with the bills passage through parliament. The bill has received the first 2 readings in the house of commons, and then it went to committee where the entire bill was scrutinised in great detail. It then went to the reporting stage in the commons where it received further scrutinisation and debate before being read for the 3rd time. The bill is now in the Lords where it has received it's first 2 readings and has now gone to committee for further scrutiny and debate. It is likely to take most of the rest of this year to finish in committee and reporting stages so it is more of a snails pace than lightning.
