Anyone banned that way could just use a different device, smartphone, tablet, laptop, desk top, smart TV and the list goes on and on.

I am sure that most people have more than one email address.

In todays world, to ban someone from a forum is just about impossible.

His usual IP address will be in admins logs, admin can block all or part of that address

he may be able to use a proxy address, or view via a mobile phone, or tether his PC/laptop/tablet to his phone via a cable or bluetooth but this TT we are talking about, who thinks biro is hitech

he can change his dynamic IP address but not his static IP address
