I think un-met demand is all the work that the black cab trade has lost to LPH. And very grateful we are.

So, according to your theory,would everyone on a bus indicate an umet demand, the truth of the matter is that unmet demand for real taxis can only be defined by the amount of people waiting at a rank for an official cab over an general period of time. Given the fact that phc have very little better to do, they have to rely on that 60 second window to steal fares, it proves absolutely nothing other than we are being attacked by those that chose not to do the job properly, operating in a legal loophole and realy cant be bothered to provide anyone with a decent ligit service. In a word, "parasites"

No it's not a theory, it's what's called 'latent' demand.

As for your bus issue, if those folks that got on the bus had wanted to get a cab but couldn't be bothered to wait, then that is un-met SUD.

WRONG: PH Drivers steal work because their offices cannot find them enough legitamate bookings. Every day, all day, PH drivers are dropping off legitamate fares at the station here.

But they then lurk around the station doors, hoping to pick up a flyer, for 5, 10, 15 minutes, or more. If you approach them, they are "Just going" or "Just filling out their job sheet" the great majority of them then leave the station empty, so what were they waiting for.

Recently, as I was speaking to one of these "Just" men, a punter asked him if he was booked. He handed them a card and said "ring this number, and I can take you" I took the pasenger to my TAXI and on to his destination.

SO WHERE WAS THE SUD THERE?

We have a major problem with illegal plying for hire, I suspect many towns and cities are in the same boat. Like most other areas we lack from stringent enforcement, in fact enforcement is non existent.

I have come to the conclusion that without the will of the police and the local licensing department to act on this matter you are fighting a losing battle. I've been around longer than most and while at certain times of the day and night there is a level of unmet demand it still doesn't give anyone whom isn't suitably licensed the right to take passengers off the street. Having said that, in a great many cases at weekends when it is busy it is the punter who sometimes does the insisting because all they want to do is get home. In the end that is no excuse for illegally plying for hire, anyone wishing to ply for public hire should be licensed for it.

Those councils who have a problem with unmet demand can always issue more licenses, the problem is that in the past certain councils have restricted licenses to such an extent that the ratio of Taxis to Private hire vehicles has been grossly mismanaged.

There is no answer to the problem if anyone finds one please let me know.

That happens everywhere, it called acting within the 1976 act.

If a customer came up to me and asked for a 'cab', then they would get a similar answer, ring our office.

And if I was first turn on the point and got the job then so be it. :wink:

Well as you met the demand yourself then there wasn't any.

It's only when non taxis meet taxi demand, that 'latent' demand is shown to be un-met.

That would of course be a solution. But we don't have a single tier licesning system and we are unlikely to get one in the near future.
