Jesus! you see that and you don't throw a thunder... if I'm PH and booked I can wait for my customer wherever I like if it's legal to park and I don't obstruct the flowing road traffic even between hundreds of Hackneys queueing for their fare untill it's not an official taxi rank.... or even on the taxi rank if there's not safe place for a pickup nearby coz I don't ply for hire being already booked.... whereabouts you live, mate??? in "Brazil"??? #-o

FFS. The point is that he isn't booked. He is acting just like a Hackney.

Then prove it organise a test purchase that's the only way

Ah, now here is the problem with that. This chap works for the company suspected of carrying out certain acts of vandalism on cars as mentioned in other posts so drivers are understandable reluctant to say anything for fear of reprisals. Our enforcement team have told drivers that their identities would have to be given if action was to be taken. So any test purchase would need to be done by enforcement and the chances of this happening in the small hours is nil.

In an email from enforcement yesterday it was sugested that when drivers saw it happening we should immediatly phone enforcement or the police. However at 2.00 in the morning neither the Council or the police station are manned. The police would not be interested anyway because it would be low priority. They don't attend for attempted burglary on odd numbered houses here. I read yesterday that in one area they won't even attend to a petrol station where someone has driven off without paying unless the car was on stolen plates. They are now saying it is up to the garage to chase the people through the civil courts.

The Company concerned don't even have anyone taking bookings after midnight.

You will not get an easier conviction then.

That will take some action from our enforcement team. I doubt that they will be bothered.
