The point that I feel you are missing is; If you are outside of your Borough you cannot be plying for hire - it is therefore a legal issue - not a Borough requirement/bylaw.

At last a person who can comprehend that a TAXI outside its licensing Borough if not carrying a fare paying customer is to be treat the same as any other vehicle,driver MUST wear a seat belt or risk the weight of the seat belt law falling on their heads.
