Our's are done by the council over a measured mile. We stop next to a lampost with a cross on it, set the meter and drive to the next marker.
The cost shown on the meter isnt checked, only that it ticks over on and not before the mile mark.
Which leads me to question the "mile". I cant find anywhere to say we (PH) must charge by the mile.
If i operate on system A (who charge by the mile), but also (having my own operators licence) do my own work, what if i decided to charge by 9/10mile or 8/10?.
Or how could he dispute me having my meter in my car set at MY rates for MY customers? (and use a tarrif sheet for the work from the system).

My meter has 5 Tarrifs available, the council only check T1.
Very confusing

There is nothing anywhere that states a council can dictate how much you charge, and how you charge.

It seems that it's common practise in your manor, and many others, for your council to treat PH the same as taxis.

Not a massive problem over that, but it does beg the question why the council restrict taxi numbers. :-k

The council seem to treat us as kids!

They dont set the PH rates, but do set the Hac's. It's the niggly bits that get the drivers backs up, like spending the day at manchester Airport pulling licenced drivers. Which also involves renting 2 Manchester Police Officers for the day to enforce it.
Why cant they walk into the Office and look at the drivers who are logged on and pull them in to the office for a check. Instead of spending 1,000 £s doing it the hard way.
A legal challenge is on going at the moment because they have £10,000 filed as Misc expenditure in the yearly books. And AFAIK wont reveal what it was spent on!

Even better!
We pay £298 pa for our plates/test. if i was to hand mine back in for a refund they wont refund anything under £40! now the admin charge is £10 no matter how much your owed so if i was due a refund of £200 i'd get £190 which is ok, but if i was due £40 i wouldnt get my £30 (40-10=30) i'd get nothing!
Cant wait for it to go to court!
