8 seaters have always been permitted to be licensed by local authorities in the UK. The point is those limos that are over 8 seats. However, can you give more information that you have quoted from as I do not believe that anything has gone through yet.

certainly it said they could not be licensed by the traffic commissioners as the doors did not fit crterion, it said they must not carry 14 passengers and local authorities were free to licence them only up to 8 seats.and only if they wanted too!
it was typical buck passing and was a joint circular, I missed it too and found it when I was sent the Dundee bundle and asked to advise thier trade.
the circular did not like them at all!
