No Idea! one thing that confuses me is that a compliance is as good as an MOT, but seeing as VOSA / Police / Post Office have a super dooper computer that can tell if your vehicle is MOT'ed....doesnt the complaince certificate screw things up?

No idea. Council here stopped issuing them 7 years ago.

when i plated HC the meter and vehicle had to be inspected and checked (meter over a measured mile) by a LO


berwick must be pretty laid back....

Well that's my opinion. Why else do they license so many without requiring to see them on a regular basis?
How can they possibly know what buckets are being licensed if they never see them?

so tell me, if theres a AOP defining what a taxi is, even down to the question of roof lights and use of the words taxi/cab,etc in signs, how come each LA can have its own supplementary rules and regs? surely an AOP is the legal law of the land?
