typical school contract..........

Quote:
Both children have Tracheotomys. 7 Seater vehicle required. May have to stop on route for intervention. Two escorts will be provided and they will always need to be collected before the children are collected.

and now, just before the schools return...

The County Council is shortly to begin a tender exercise to appoint Taxi/Private Hire Operators to a framework so they may provide transport, on behalf of the County Council, for Adult and Children service users. Attached is a guide which gives you important information regarding the tender, and instructions on how to register to take part in the tender exercise.

PLEASE DO NOT IGNORE THIS EMAIL AND PLEASE ENSURE YOU READ THE ATTACHED GUIDE. IT HAS IMPORTANT IMPLICATIONS FOR YOUR BUSINESS.

IF YOU DO NOT TAKE PART IN THE TENDER EXERCISE AS INSTRUCTED YOU WILL BE ELIMINATED FROM THE TENDER PROCESS. THIS WILL RESULT IN YOUR COMPANY BEING REMOVED FROM THE COUNTY COUNCIL LIST OF APPROVED OPERATORS AND YOU WILL BE UNABLE TO PROVIDE TRANSPORT SERVICES TO THE COUNTY COUNCIL.

We've just been through this exercise. Make sure you do it and don't miss any deadlines under any circumstances.

Our's have said no new suppliers considered for 3-4 years!

Leicestershire did a similar thing last year. Guess what, out of over 300 tenders sent out, only around 200 were returned. The others are no longer on the tender list.

Ours is the opposite...theyre opening it up to anyone in the UK, indeed the EU ..all you need do is register through an Internet portal to get access to all scottish tenders of all descriptions......FFS...last time I tendered it was to on 2 sheets of A4 ..now to tender it takes nigh on 50 sheets of A4 for each and every tender, I can see the LA sifting through that lotl.........Notttttttttttttt!

Anyone within the EU can tender for any government contract. This is why councils are going through this tender framework process. This way they can limit the number of company's.

But frameworks work on a set Price per mile (with allowance for time of day or night)...and not all runs work that way, a short run at framework price just would not be worth the effort where as a long run would be ok.

Its so inflexible and should you underprice yourself at the time of pricing then your saddled with barely profitable work for a long time...and if you over price then you'll never get a look in...just to brutal.

No, in Leicestershire there are 2 different types of framework. The main framework is the one where you receive email tenders for a contract. All the company's on the framework receive this email and those interested in quoting return the email with their price and usually the lowest price gets the contract. There is also the type of framework that you mention but this is just for a certain type of contract where you put a price in for particular zones, and I agree this does not work very well.

Don't forget the escorts are actually "volunteers" and doing 6 hours a day for nothing.

a new online tendering form (same council) asks for my "turnover and current financial situation" and yet all they want really is work done for peanuts
