I can pick up from anywhere I like. However, in doing so I could be totally OK in doing it; I could be in contravention of the Traffic Management Act 2004; I could be in contravention of various Road Traffic Acts; I could be in contravention of Anti-terrorism legislation; I could be trespassing upon private land.

What I am not doing is acting illegally until such time as I have been proven to at court.
