I do. We have one here. He does it to avoid licensing his vehicles with our LA. He has in the last couple of years started to license some of his cars as private hire with Rutland council because they are cheaper and don't have age restrictions.

You can find out about his PSV ops licence at vosa.gov.uk do an operator search.

Are you SURE he runs all under 9 seat vehicles on a PSV disc? Unless he has a restricted taxi licence which allows him to run 2 vehicles, so that could account for the 100%.

In the act it says a PSV is a motorised vehicle other than a taxi or PH, or something like that.

It doesn't define the number of seats.

We had a problem with Tuk Tuks down here, and they had a fleet of PSV 3 seaters.
