One thing the "authorites" haven't picked up on yet is the "hire and reward" aspect of the drivers licence requirement. They've all used "not for profit", well, a case recently brought to my attention is Albert v MIB
viewtopic.php?t=4022 which quite nicely very clearly defined what is "hire and reward". I already know that the EU defines such things as "commercial activity" regardless of the status of the business. If money changes hands or payment in kind is offered, it's hire and reward, commercial activity etc. Simple.
