Received this e-mail today. If anyone can offer any advice I'm sure it would be greatly received. I think. :?

actually satnam singh thandi has passed his private hire taxi test and wishes to pass a hackney but all he needs to do is show how to fit in a wheelchair in the hackney he has done everything else inorder to drive a hackney
we didnt know who to contact but we found your email adress so please give us a date and time when he could come and do that so he can start driving a hackney please either send us letter at the adress below or email us but as soon as possible
