No other material may be displayed on the outside of the vehicle without the written authorisation of the Council. not on the outside

Exactly my point...Onboard means just that, to Travel On Something, whether it be a Car, Aeroplane, Boat or Train....u would still say On or onboard even though in reality you are usually riding within such vehicles... |
