yes if he gets enough votes, but will he be transporting young or vulnerable in his vehicle?

I'd say it depends on the offence.......likewise with driving a cab.

Yes.

Some people are not 'fit and proper' because they are not medically fit, not criminally fit.

Judging by some of the decisions made by current councillors it is better that you are not a 'fit and proper' person otherwise you wouldn't be able to sleep at night :wink:
