If I operate a commuter service within a private estate and charge for it, do i need a plate/badge?....

passengers are charged per trip

On private land you don't need anything.

Ok when you drop Mrs Smith at number 17 go to number 18 acrross the road and pick up old Flo, she wants to pop to Ethel's on the corner and Ethel has a letter that needs to go to Mr Robson at number 1, 3 point turn taxis

Around our way we have several, the largest is probably the Belvoir Castle Estate. They have regular weddings in the castle and the receptions are quite a way from the castle next to the lake. Most people would arrive and leave by coach but would need transport from the castle to the lake.

Indeed, I was just having a giggle tbh, locally what I wrote would apply, but if it's a sprawling estate the size of a mini city in the countryside then I suppose there could be profit option in it somewhere.

its on a big site with a "park and ride" service, maybe a 3 mile round trip per loop.
