If as my title says, what would happen would councils be at a lose,
I think owners would then buy the vehicles they wanted as there would be no more control on vehicle type
Any other suggestions as to what could happen

They would change the equality act to include PH.

Not sure that would happen in areas with £20/30/40/50/60/70/80,000 plate premiums.

But in others areas I doubt councils would give a monkeys, providing punters could get reasonable access to PH.

In many city suburbs that's what happen at present.

Cant see it happening...cant see dyed in the wool hacks cutting off their nose to spite their face....Hacks can still do a whole lot more than a PH can...WAV or no WAV.

I will tell you exactly what will happen, drivers will go under the radar and bypass the LA's completely. You can see this has already started with volunteer drivers.
Wheelchair users.....not a hope of getting a WAV or a hack because there will be hardly any around.
Flintshire has only about 5 and now ppl dont even know how to flag a taxi down, its become an alien concept.
Ten years on, drivers have who still have them will realise there no way they can afford to get another and will give up.

Blood that ding sing is easily remedied, ether reach under the seats and feel for the bottom of the seat belt anchorage then trace the wire that comes from it to the plug that will be under the seat and disconnect it, or pop into your garage and get them to plug the comp in and turn it off, I did option 1 to both fronts in about 1 min
