Which Station are you on about?? Nearly all the Stations are now permit, you'll find the majority of these are run by a shell company called Cab Find. IMO use them at you peril.

Cab find are one of the better companies not sure how many stations they run theres certainly none in this part of the world I know them for freephones and the cabfind account system

If it's on private land they need the landowner and council's permission. If not just the council.

Only taxis can rank if the rank is in full view of the public road, if not the other lot can work via a booking office.

Yes, you drive onto them, wait 5 / 10 / 20 / 30 minutes, and pick up a fare.
