I'm sure I read somewhere on TDO of a certain council who no longer permits licensing staff to make recommendations on reports.

Which council was it?

In my view it should be them all.

Civil servants should put the facts/issues/consultations before councillors and leave it for them to decide.

As night follows day, if civil servants make recommendations, most councillors don't read the reports. :sad:
