I'm sure I read somewhere on TDO of a certain council who no longer permits licensing staff to make recommendations on reports. Which council was it? CC |

In my view it should be them all. Civil servants should put the facts/issues/consultations before councillors and leave it for them to decide. As night follows day, if civil servants make recommendations, most councillors don't read the reports.
