Documents revealing the discussions held by Margaret Thatcher about the 1989 Hillsborough disaster must be published, the Government has been told

The Information Commissioner ruled that they were in the public interest, amid claims by some victims’ families that the former Conservative prime minister tried to protect the police’s reputation.

In a decision notice, Christopher Graham said: “Support for disclosure of information relating to the Hillsborough disaster was expressed by the previous government and has been reconfirmed by the current government, and the commissioner also believes that the specific content of the information in question would add to public knowledge and understanding about the reaction of various parties to that event, including the government of the day, in the early aftermath.”

Ninety-six Liverpool fans died in the crush at Hillsborough stadium in Sheffield on April 15 1989 during an FA Cup semi-final against Nottingham Forest.

An inquiry led by Lord Taylor of Gosforth concluded that the main reason for overcrowding was the failure of police control.

Mr Graham’s judgment may still be subject to an appeal, which would need to be lodged within 28 days. If there was no appeal, the Cabinet Office has 35 days to comply with the order.

The Cabinet Office refused a freedom of information request from the BBC for the documents more than two years ago.

An internal review upheld the refusal, prompting the BBC to ask the Information Commissioner’s Office to review the request. In his judgment, the commissioner criticised the Cabinet Office for “unjustified and excessive” delays.

He ordered the Government to publish information relating to the Hillsborough disaster provided to Mrs Thatcher.

Isn't it time they put this to bed? It's OK blaming the police but what choice did they have? Thousands of Liverpool fans turned up without tickets and were pushing against the gate at the Leppings Lane end of the ground so what choices were facing them?

Many people were blaming the Police for the disaster but, many many many people know the real reason.

I tend to agree with you here. The 96 who died were totally innocent but if the gates were not opened, how many would have died outside? In my opinion the blame lies with the people who turned up without tickets.

You may be right or you may be wrong, but one thing that I seldom see emanating from the Merseyside area is a 'Justice for the Heysel dead' campaign. :-s

I am not a football fan, but it is very hard not to speak to somebody in Liverpool that did not lose some body or know somebody that lost a relation.... and when you speak to the fans that returned, you hear the same story, they were diverted off the motorways by the police, and then stage by stage directed to the Gates's at Leppings Lane, and then why wouldn't they let the ambulances in.

I seem to remember when the miners' strikes where on the police were accused of all sorts...... you might have forgotten,........ Liverpool people don't forget.

The truth is simple. Fans without tickets travelled to the game when they shouldn't have. It was the sheer number of these fans that caused the problem. If they hadn't gone then there would have been no problem. The rest of the country seem to see this.

Some kind of closure from the authorities to the families, let them see the records, let them see if there was a cover up........successive governments failing to allow this to happen only deepens any percieved conspiracy.

The authorities made a decision to open the gates and allow more fans in......this wasnt the Liverpool supporters fault, it was the fault of the police on the ground.

The "fans" without tickets were the ones crushing the themselves against the gates which created the situation. If they hadn't been there the gates would not have been opened. Have any of the "fans" who went to hillsborough without a ticket ever said that they were sorry for what happened to the supporters who had paid for their tickets and were in the ground legitimatly and then lost their lives because of this?
What choices do you think that the police had on the day when there was the possibility of a riot outside the ground and the possibility of hundreds of people outside the ground being crushed to death? Have you ever been in a crush situation at a football ground yourself? I have and I can tell you that it was only by the grace of God that no one died in that one.

Have you read the taylor report?

184. By 2.52 pm when gate C was opened, pens 3 and 4 were over-full even by this test. Many were uncomfortable. To allow any more into those pens was likely to cause injuries; to allow in a large stream was courting disaster.

The police stated a large number of Liverpool fans were 'drunk', yet the taylor report states;

"the great majority were not drunk nor even the worse for drink."


More importantly taylor concludes;

there was not an abnormally large number of fans without tickets

With the above in mind I think the families deserve justice.
