A similar argument could be made, IMO, here in councils that haven't issue any plates for many years.

Quote:
Addai’s lawyer, Peter Rosenthal, argued that since the city stopped issuing standard plates in 1998, non-white drivers — like Addai, who is black— have been disproportionately affected. As a result, the city is guilty of “constructive discrimination,” meaning it may not be directly discriminating against visible minorities, but the system they created has that effect.

No Shlt Sherlock !!!!

I fail to see how a shortage of plates can induce Mr Asafo Addai to play the Race Card, new wannabee White drivers will hit exactly the same problems and proportionately theres even more of them than people of other ehtnic groups .........its one hell of a tenuous link he's trying to make

There are two types of discrimination, direct and indirect.

Direct is pretty plain to see, often on TDO ( ), but indirect is a different ball game.

I think that's the path some went down recently in Manchester, and a while ago in Bristol, and both time those complaining won their cases.
