One of the Asian drivers had a smash today while using his mobile phone. I await the Councils actions with trepidation.

1 thing knowing, quite another proving it, i assume it would take a police prosecution for driving without due car and attention to give the LA grounds to take further action

The driver of the car he hit phoned the office then phoned the Council.

Did he phone the police? If the police don't prosecute, I doubt that your council will do anything unless he admits to using the phone whilst driving.

May be he was urgently ringing the council to report a PH for doing an illegal pick up?

The same as my incident today the council will ONLY act if there is a CRMINAL CONVICTION or a complaint from a passenger

Nothing really I know our council has a policy that if the race of a driver is mentioned as part of a complaint they will dismiss it automatically I always tell customers to NOT mention the race of a driver when making a complaint otherwise the complaint is deemed racist !

The trouble is in this trade the asian drivers are in the majority and tend to flood the trade as well as bringing their own values and customs which causes no end of problems and bad press
