Hackney Carriage and Private hire Two separate Laws for two completely separate modes of transport The town police clauses act 1847 is an outdated law. But what has changed regarding Hackney Carriages since 1847? I drive a Taxi. I queue up on Taxi Stands, when it is my turn, a customer will board my Taxi and I will take them to their destination. The only difference is that my Taxi is powered by a diesel engine, and not a beast of burden. The only other change in the way that Taxi’s operate came with the introduction of the two way radio. This has caused one big problem in Birmingham, which is Taxi’s from other area’s namely Shropshire, Sandwell and Dudley, working for Private Hire radio firms in this City. This could be stopped if Taxi’s taking Private work through a third party had to be licensed by the same authority as the third party operator. I don’t think that Taxis should be required to have an operator’s licence for working independently, but a third party operator should be required to have a licence if they are to pass work on to Taxi’s, and the Taxi’s should be licensed by the same local authority. This in my opinion, is the only change that is needed to the 1847 act................................................................... Hackney Carriage users want a Vehicle to be immediately available with a meter fitted so that they do not have to HAGGLE with the driver. Private Hire users want either (a) Rock bottom prices or............................................ (b) An executive vehicle for comfort on longer journeys Number limits are needed to prevent congestion in town and city centres. Taxis are needed to service busy Train stations, airports and late night town centre ranks. Private Hire would be an impractical solution for busy ranks like new street station as tens or even hundreds of customers want a Taxi at the same time they need to be able to jump into the first vehicle in the queue without having to give a name or find the vehicle they booked. Anything else would be very difficult. There is no need for part time Taxi licences, as private hire can be called when no Taxis are available. |

How much congestion does a ranked car cause as opposed to a PHC? Rank car is in a provided bay car is most likely switched off, PHC is most likely sitting perched on a corner hoping the customer spots it before the rank, so logic's say the PHC is the pollution generator, but that doesn't suit the argument does it, so blame the HC for daring to do it's job. |

You must work in an area full of rich ph if they can afford to sit there all day and night with their engines running. I was recently doing some market research and I found it very difficult to find the ph sat around anywhere, they clearly are not, as most suspect, deliberately sitting on public display. It wouldn't be so bad if the taxis did just sit on the ranks provided but as we all know there aren't enough rank spaces for the taxis so they are either, over ranking and causing a nuisance or ranking up illegally and causing a nuisance
