If there is an incident, whatever it may be, that you believe merits being reporting, then go to the police station and say unequivocally, 'I wish to make a written statement please'.
Don't discuss the matter, except to briefly state what happened, and keep repeating that you want to make a written statement. Once you have said it to the flunky on the deak and he has refused to facilitate the taking of your statement, ask to see the duty sergeant and do the same with him. If he doesn't take your statement ask to see the duty inspector, but now you are making two statements, one about the incident and one complaining that the sergeant refused to take your statement.
Of course all this must be done in a quiet disciplined manner and with the least discussion about the incident except when they eventually agree to take your statement.
The alternative is to go home and type your statement out and hand it in asking for a receipt when doing so.
I won't accept any copper tells me that they won't take a statement in a matter that I believe warrants reporting.
