Post subject:  unlicensed vehicle.

We handed in 2 weeks notice on a school contract errrrrrrrrrrrr 2 weeks ago. The new company started the job today. The job requires a 16 seat minibus. I just happened to be at the school where the vehicle picks up this afternoon. Guess what it doesn't have a PCV operators disc in the window, it does't have the operators details on the side as required by law. The company doing the job is on the county hall list for big buses so it should know the law regarding PCV. County Hall were not impressed when I told them and sent the pictures of the vehicle.

An email to info@vosa.gov.uk will make sure they are aware of the situation.

What is more worrying is that the contract might have gone to a CT group!! :shock:

The company are classed as a big bus company on the county hall website.
County hall sent out an inspector on Friday Morning. Again, I just happened to be there. The driver was not to pleased to see the inspector but he did have a restricted PCV disc in the vehicle but it was covered up by a duster. It was not displayed in the window. Apparently the minibus was on loan because their own vehicle was off the road for maintenance. This was the explanation for the operators details being missing from the side of the bus. These explanations seemed to be accepted by the inspector.
My view is still that things are not right. The vehicle is not on a PCV inspection regime because it is not normally used as a PCV.
Also why is a big bus company who would have blue PCV discs in their buses using a restricted license for this vehicle?

one of the taxi's up here (a general), the guy renewed the car in march now has a 13 plate seat toledo and that replaced a 08 plate octavia, anyways he his taxi no.141 but he hasn't got a plate on the back of the new car, i know the driver but don't really speak to him, i thought he was going to do what he done with his octavia, buy a rear square number plate and put the taxi plate and the square plate beside each other so you don't need to drill the bumper, the car is brand new so he had to wait a week or so before his V5c came through and then go and get the plate made up, it has been a few month now and he still hasn't got a plate on the car,

Muck fe! So basically they're a legit bus company using a restricted disc? They need to be reported. You could also check whether the vehicle has a current certificate of Initial fitness (COIF). I have the number here of the person who can tell you. I could give hime a ring but will need the reg of the alleged offending minibus.

If it's got a COIF and current class 6 test, it may just be that the big bus company has subbed the job out to a retsricted taxi operator. Even so, that operator should have his legal details on the vehicle, and if the vehicle IS subbed out, it should have a sign in the window "On hire to XYZ caoches" or whatever.

I might try pushing the law to its limit but I don't do things illegal!

im not a bus op, but as a PH I can sub out but not for any extended period, just in an emergency, what they dont seem to know about is i shouldnt sub to a PH out of my LA of course....any authorised school contractor will do

if THEY sort a subbie I have to pay what they get charged

It is in the contract condition in Leicestershire that you can't sub out.

I think you'll find it's slightly different for a bus operator. They might well have hired the vehicle in, which is slightly different to subbing out! One benefit of being a bus op is that "the rules" are "supposedly" universal in the UK. an operator can hire in from anywhere in the UK to cover his work. Witness any rail replacement. Buses from everywhere, but the contract let to one company.

Even so, what has happened there needs reporting to VOSA.
