I am licenced in Ipswich & hold private hire licence. Was off duty on the way back from Hatfield & got stopped by old bill within Braintree council zone, into the layby where Braintree enforcement officers kept demanding to see my badge, after I told them that I am not licenced by them & therefore don't have to answer to their stupid demands, they kept saying "you need to have your badge with you at ALL TIMES, WORKING OR NOT", then they started getting right [edited by admin] arsey with me. I couldn't believe my ears, kept telling them they can't demand [edited by admin] as I wasn't licenced by them and wasn't on shift that day at all. Then they eventually decided to check with my council whether I was licenced or not, frigging dipsticks could have done it straight away without all those **** tactics. Then spoke to NVQ/BTEC company that provided training and my council and my operator and they all said that Braintree enforcement officer didn't have any rights to demand to see my badge. Bottom line is private hire drivers are bound by their council legislation & can't be treated in the same manner as Hackneys. |

Council licensing officers can only check their own licensed vehicles. They of course can operate joint ventures, but they currently have no powers to do what they did to you. That doesn't apply to the police and VOSA. |

Surely it's easier to co-operate with other licencing officer than be arsey with them. If they're trying to catch unlicenced minicabs, then I'm all for it. |

It's down to local legislation where driver and vehicle's been licenced. Private hire drivers and vehicles are governed by local authorities where they are licenced. It's not a national requirement. |

(2)(a)A driver shall at all times when acting in accordance with the driver’s licence granted to him wear such badge in such position and manner as to be plainly and distinctly visible. (b)If any person without reasonable excuse contravenes the provisions of this subsection, he shall be guilty of an offence. |

Also, I wonder whether conditions of licence are the same borough to borough or whether they differ in wording. |

Source: Transport for London website http://www.tfl.gov.uk/businessandpartne ... 26597.aspx That's now officially confirmed that in fact asking me to produce a badge when I wasn't working was wrong and the demands and threats that followed were clearly over the top. |

Sorry to say you're wrong - but you're wrong. You ain't regulated by London Private Hire Law - your regulated via the Local Government Miscellaneous Provisions Act 1976. |

Would you believe it! http://www.ipswich.gov.uk/site/scripts/ ... geNumber=4 All drivers are issued with a badge, which bears their photograph and badge number. This must be worn in a visible location on their clothing while they are working. |
