If the council have decriminalised parking enforcement then no, and if there is an emergency then no.
The only time we find out about closures of a rank is when we can't get on them. The council also instruct their parking enforcement teams not to ticket certain vehicles when they are parked on a rank. The other wek there was a survey being carried out into bus use. The survey vehicles were instructed to park on one of our ranks. When a driver complained he was told "oh, it's only for one day, does it matter."
