The simple answer is demand that's not being met by taxis.

That could be many things such as illegal PH (or non licensed vehicles) pick ups, customers that walk home instead of waiting for a cab, work that once was taxi work but customers have changed to using PH. I could go on.

But my definition is somewhat biased, cos I hate surveys full-stop. I'm more interested how the SUD survey folk define it, becuase they are the ones that are paid tens of thousands of our pounds, and they have to defend it in court. :wink:

its not a taxi, but it is a form of public transport that can pick up off the street...

p.s. we have had the taxibuses, they have been and gone

Are you suggesting that a PH will only illegally ply for hire because there are no Hack's around ? What complete and utter bollaux. If they think they can get away with it they will take a flyer from anyware, and well you know it.Unmet demand has nowt to do with that one.

It certainly does'nt stop the Minicabs crowding around the entrances to every nightclub in London, accosting the punters to get in their cars, even when Taxi's are readily available.

But thats mainly down to the Met's complete disregard to enforcing the law when they don't see it as a priority.

Maybe the 265 women who are assaulted or raped every year view it slightly differently?
