Phoenix taxis, is a co-op set up by black cabs to compete with private hire. they charge private hire rates day and night. I think on the weekends its 20% more. Start with Gawiths most drivers do. normally for the first year. i believe the settles are a little higher. but they always have a taxi available. the settle quoted includes insurance. during the day either work town ranks or local shops. if you work the airport you need a permit from peel holdings. Each time you rank up there, you have to pay a fee , which the customer pays. if you drop of there, you need to charge customers £2. good luck. when liverpool or everton play local games its busy.
