What can be done about a disfunctional rank, in other words how do we enforce/ensure the first taxi in the rank gets the next fare? In the town that i operate in customers choose their favourite drivers and jump in the rank anywhere they want. Obviously the drivers that benefit from this are in favour (they are also the drivers that are undercutting eveyone else with a £4 flat rate anywhere in town), but there is quite a few of us that are disgruntled over this unfair practice,

Nothing can be done, it is legal.

We form queues because that is what the British do. There is nothing to say a passenger has to get in the first Taxi. If the first is dirty inside and out, or the Driver is known to be objectionable by the passenger, why should they not select the next, or third or fourth....

I have no question why it is happening because you tell us, and it may be that you have to persuade them to drop the charging system or, join them in the race to the bottom until you are all bust.

Simple, as long as you have a driver in front and behind the "discount" cab, reverse the first cab bumper to bumper and have the rear cab bumper to bumper with him as well.

Which would be an offence,

"1)If a person, without lawful authority or excuse, in any way wilfully obstructs the free passage along a highway he is guilty of an offence"

"(b)on a road in such a position or in such condition or in such circumstances as to cause obstruction to other persons using the road or as to be likely to cause danger to such persons"
