Ten Charged in Rochdale Child Sexual Exploitation Investigation A string of men have been charged by Greater Manchester Police after an investigation by the Major Incident Team, Public protection division and Rochdale Division and focuses on the exploitation of juvenile’s between 2003 and 2013 in the Rochdale locality. The charges relate to serious offences committed against several victims who were aged between 13 and 23 at the time of the abuse. Assistant Chief Constable Ian Wiggett, said: “This investigation is one of a number of cases which comes under the umbrella of Operation Doublet, which is the continued investigation into Child Sexual Exploitation (CSE) that arose following the 2011 investigation into CSE in Rochdale. “The operation is an investigation into CSE in Rochdale and across other areas of Greater Manchester. The majority of the offences were committed between 2003 and 2013 and focus on reports that teenage girls were sexually exploited by older men. “So far 65 people have been arrested as part of Operation Doublet and the investigation continues. “This is an extremely complex and challenging investigation which started in May 2012. The investigation will continue over the coming months and further arrests are anticipated. “The welfare of the victims is paramount and we have a team of experienced officers supporting them through the process. “The sexual exploitation of children and young people is the absolute priority for Greater Manchester Police and its partners. In Rochdale, the multi-agency Sunrise team has made huge strides in the investigation of CSE. In addition, Project Phoenix is a multi-agency response to CSE across the whole of Greater Manchester. Bringing together police, local authorities, NHS and third sector organisations, including Barnardos and Crimestoppers, who have come together, using their collective expertise to safeguard vulnerable young people at risk of exploitation and relentlessly target those who would try to exploit them.” Shayfur Rahman (born 25/07/1983) of Chapel Road, Prestwich has been charged with one count of rape. Kutab Miah (born 20/08/1980) of Ramsay Street, Rochdale has been charged with three counts of sexual activity and one count of rape. Rehan Ali (born 10/12/1988) of Cleethorpes Avenue, Blackley has been charged with one count of rape, three counts of sexual activity with a child when the offender was over 18 and three counts of sexual activity with a child when the offender was between 15 and 17. Iklaq Choudhry Hussain (born 12/09/1977) of Mayfield Terrace, Rochdale has been charged with three counts of sexual activity with a child and two counts of rape. David Law (born 06/05/1969) of Colmanhay Road, Ilkeston, Derbyshire has been charged with three counts of conspiracy to commit rape. Mahfus Rahman (born 18/06/1986) of HMP Garth has been charged with three counts of rape and three counts of Sexual Activity with a Child. Ashfaq Yousaf (born 20/10/1986) of HMP Forest Bank has been charged with one count of aiding and abetting rape against one victim. He has also been charged with one count of rape against a further victim. Afraz Ahmed (born 22/11/1982) of Oswald Street, Rochdale has been charged with two counts of conspiracy to commit rape and one count of rape against one victim. Two counts of inciting a child to engage in sexual activity. This charge relates to offences against two victims. He has also been charged with one count of rape against a further victim. Mohammed Davood (born 14/01/1978) of Leyland Road, Burnley has been charged with one count of assault occasioning actual bodily harm against one victim. He has also been charged with three counts of rape, one count of sexual activity with a child and one count of sexual assault against a further victim. Mohammed Miah (born 31/12/1975) of HMP Moorland has been charged with three counts of sexual activity and one count of rape against one victim. The "brutal" report will slam police and social services for "turning a blind eye" and failing to protect young girls in the county from violent abuse, torture and enslavement - despite compelling evidence they were in danger. Now David Cameron could be dragged into the scandal, after the Political Scrapbook blog revealed the councillor at the centre of the report is related to a key member of the Tory leader's campaign team. Councillor Louise Chapman, who represents Witney West in David Cameron's constituency, was the lead council member for children's services and responsible for child protection between 2005 and 2012. Her father, Barry Norton, was the election agent for Witney Conservatives for 20 years, and led David Cameron's campaign team in three general elections since 2000. When he stood down in January this year, Mr Cameron described him as the "finest example of an election agent". An operation by Thames Valley Police led to the conviction of seven men on charges including child rape, forced prostitution, human trafficking, violence and illegal abortion between 2005 and 2013. Six girls aged between 11 and 15 were drugged and subjected to sadistic abuse. Some girls were tortured, beaten, burned and suffocated. A serious case review by the Oxfordshire safeguarding children's board will condemn the county's social services for failing to protect the girls despite evidence they were in danger. According to a report in the Guardian, one social worker said in court that "nine out of 10 of those responsible for the girls was aware of what was going on." After the police investigation revealed the scale and brutality of the abuse, Cllr Chapman was promoted to a newly created job on the council's cabinet, taking charge of "policy coordination". It comes after the entire of Rotherham Council's leadership team resigned following a damning report on child sexual exploitation in the town.
