I think that he is refering to having it unofficially recalibrated to a figure that we all would like - not to the tariff set by the L.A/Council.

A bit of a strange one seeing as the meter is right in you face so to speak. That meter must have been tripping over like a drug dealers money counting machine..........and then they wait until the end of the journey to confront him! I would have been out of there like a shot.........is that a set up video Or was it for real?

if he is PH then he can set his own rate surely, no need to fiddle his meter

It turns out he was a Private hire driver who has a chipped meter and isn't licensed with Nottingham City Council, sounds like he was a Gedling badged driver.
