For everyones information, these have now fallen below the $60 per barrell mark.

Which begs the question, why are we still paying 97p a litre?

Because there is a lack of refinery capacity for high-sulphur crude.

Low sulphur ("sweet") crude production has peaked, and much of the world's refineries cannot easily handle the high-sulphur stuff.

You don't buy crude oil at Petrol Stations. You buy refined products. They have a different wholesale price to that of crude oil.
