There's not third-tier licensing in the Civic Government Act, so no base licensing on the English model (I think that's what they mean when they refer to operators: we usually use operator to mean the vehicle license holder).
So basically it seems to be down to each council to make its own rules, but there's no provision in law for licensing base stations.
There are plenty of taix drivers in East Fife who operate via a mobile in the car, so I can't see why PH shouldn't be the same, but we don't have many PH. And a radio woudln't be needed if you were only doing PH runs from home.
I don't know if you read the Executive's consultation there was some discussion in there about suitable premises, or whether a place of residence could be used and whether a call could be taken in a car.
So there could be big changes for some, especially if calls in the car are barred.
But for the normal taxi and PH offices it will really just be a case of getting another license.
